After a three-month long period of evaluation from crafting of criteria to evaluation proper by the Evaluation Committee for President (ECP), DMMMSU Board of Regents (BOR) approved via a unanimous vote during their second quarter Board Meeting on June 13, 2022 the Second Term of Dr. Jaime I. Manuel, Jr. as DMMMSU President. The ECP presented and justified President Manuel’s outstanding performance during his first term before the BOR. 

The ECP evaluated voluminous documents showing President Manuel’s (and the University’s) performance for three years starting from February 8, 2019. The documents presented to the ECP are based on sets of criteria for each of the three themes namely, President as an Academic Leader, as an Institution Builder, and as a Resource Mobilizer/Fundraiser. Under each theme, President Manuel’s performance as a Crisis Manager especially during the COVID-19 pandemic was also assessed. A 7-minute video showcasing DMMMSU’s accomplishments in instruction, research, extension, infrastructure, and resource generation was also prepared. Besides document and video evaluation, the ECP also conducted a focus group discussion with faculty members, nonteaching personnel, students, alumni, and the members of the management committee. These various stakeholders were asked to answer two questions — on significant accomplishments of President Manuel, and areas that need improvement. 

The ECP was chaired by Dr. Raymundo D. Rovillos, a three-term Chancellor of UP Baguio. He also chaired the search committee when President Manuel applied for Presidency and was evaluated as the top among the then four candidates.   Other members of the ECP are the following: 

  • Dr. Tirso A. Ronquillo, PASUC Representative,
  • Dr. Danilo B. Bose, CHED RO1 Representative,
  • Prof. Melody P. Tumanan, Faculty Representative,
  • Mr. Rodolfo Joaquin P. Nisce, Private Sector Representative,
  • Dr. Allen J. Ngilangil, Alumni Representative, and
  • Ms. Hazel Anne A. Ramos, Student Sector Representative.

Dr. Rovillos described the evaluation methodology as “one that is participatory, consultative, collaborative and process-oriented.  It triangulated on a mix of methods such as document study, town hall meetings with various university stakeholders, focus group discussion (FGD) with the management committee, interview of the President under evaluation—Dr. Jaime I. Manuel, Jr. and informal conversations with university constituents.”

During the Second Quarter Board Meeting, Dr. J. Prospero E. De Vera III, CHED Chairperson and DMMMSU BOR Chair along with the other members of the Board interviewed the ECP about their findings and observations. They (the BOR) were presented with the executive summary of findings by the ECP. Convinced by the criteria-based results of evaluation and President Manuel’s Outstanding Performance, the Board Members made a unanimous approval of President Manuel’s second term (BOR Resolution No. 2022-697, June 13, 2020). 

DMMMSU BOR Chair explained that the report made by the ECP is a sole property of the Board; hence, details are not allowed to be part of this report. The criteria-based evaluation is CHED’s innovation on the assessment of the performance of a President of a State University/College. This process of evaluation was first implemented in the University of Antique with Dr. Pablo Crespo as President. The ECP Chair explained that the original set of criteria was further improved which means that many more indicators were included in evaluating the performance of President Manuel. (Ayu)
