The P.U.S.O. Agenda of the Provincial Government of La Union (PGLU) was presented in the latest episode of Kapihan sa DMMMSU on February 7, 2023 by Mr. Rowan Joshua “RJ” Dimaculangan, the Provincial Information Officer and Media Spokesperson who represented Governor Raphaelle Veronica “Rafy” Ortega-David.

According to Mr. Dimaculangan, the P.U.S.O. Agenda of PGLU outlines the core elements that will ensure meaningful and tangible change and true transformation that will bring about good governance in the province. P.U.S.O. is an acronym that stands for People-centered and Driven Governance; Universal Access to Basic Needs; Sustainable and Progressive Economy; and Orderly, Sustainable, and Resilient Component LGUs and Barangays.
As Dimaculangan discussed the P.U.S.O. agenda, he also gave some updates on the programs, projects, and activities of the administration in attaining its vision for La Union to be the Heart of Agri-Tourism by 2025. He said that PGLU, which adopts the Performance Governance System or PGS (a governance tool for designing strategy roadmaps), has attained a Silver Trailblazer Award. This means that PGLU has exceeded the expectations in its compliance with the required basic elements of the Initiation stage of the PGS.
Further, Dimaculangan said that Governor Rafy uses a data-driven and research-based approach in governance to ensure that relevant and appropriate services will be delivered to her constituents.
“As the youngest provincial governor and the first female governor of La Union, Governor Rafy is described to be a governor of firsts”, he said. One of her projects in the works is the development of the P.U.S.O. app which hopes to improve the ease of doing business in the province and would be an online repository of information about the province and its component Local Government Units (LGUs) and barangays.
Moreover, he said that under the Governor’s direction, strategies and programs will be developed and implemented to promote environmental sustainability and preservation, disaster preparedness and response, and an improved healthcare system. Governor Rafy’s priorities include empowering women, fostering youth development, and ensuring that more people have access to high-quality education.
As the Governor committed to continuing her father’s legacy which includes transformative governance measures such as the Performance Governance System, ISO certification, and others, the future is looking bright for PGLU’s vision of La Union as the “Heart of Agri-tourism by 2025”.
