DMMMSU North La Union Campus (DMMMSU-NLUC) and the Municipality of Bacnotan sealed a Memorandum of Agreement (MOA) at the Municipal Hall of Bacnotan on February 14, 2024 for extension projects with the College of Information Systems (CIS). These extension projects are the Community Management Information System (CMIS) and the Multi-Purpose Cooperative Retail Store Management System (MPCPSMS).

The CMIS project is aimed at addressing the evolving needs of local government. Through the adaptation of the developed management system, CMIS Bacnotan-LGU helps empower local officials and secretaries with the tools and knowledge necessary for effective governance. CMIS is to be implemented across all 47 Barangays of Bacnotan.

Meanwhile, the MPCPSMS aims to democratize access to technology by cascading its benefits to different Barangay cooperatives and retail stores within Bacnotan. The strategic deployment of this technology, starting with the municipal Trading Center, signifies a paradigm shift toward modernizing retail operations. By leveraging digital solutions, the project seeks to optimize inventory management, enhance customer service, and stimulate economic growth at the grassroots level.

These projects have already undergone initial implementation phases with some of their proponents in Bacnotan. This early adoption could provide information on the viability of the projects and insights and feedback for further refinement and expansion.

Present during the MOA signing were Honorable Divina C. Fontanilla, Mayor of LGU-Bacnotan, and Dr. Emerita D. Galiste, Director of DMMMSU-Extension. Also present were Honorable Francisco Angelito L. Fontanilla, the Municipal Vice Mayor; Dr. Maria Elaine P. Boguen, NLUC Head of Extension; Prof. Herve Orpilla and Dr. Excel V. Cabrera, project leaders; Dr. Divina Gracia C. Apigo, Municipal Agriculturist; Ms. Blanche A. Encarnacion, Municipal SLEO/HRMO, and Mr. Sonny Jim G. Noveloso, Licensing Officer of Bacnotan.

Dr. Rodolfo G. Nillo, Engr. Rufo A. Baro, Mr. Amado Cabbat, Jr., and other extension professionals from CIS, and the heads of different departments of the Municipality of Bacnotan were also present.

The MOA signing between DMMMSU and the Municipality of Bacnotan represents a significant milestone in the journey toward technological advancement and community development. Hon. Divina C. Fontanilla, Mayor of Bacnotan, expressed her enthusiasm about the partnership, stating that this collaboration will drive positive change and empower communities across Bacnotan. Dr. Emerita Galiste, Director of DMMMSU-Extension, echoed these sentiments, emphasizing the transformative potential of the partnership.
