Dr. Jaime I. Manuel, Jr., President of Don Mariano Marcos Memorial State University (DMMMSU), formally announced the appointment of a new Chancellor for the Mid La Union Campus (MLUC) during the Campus’ flag raising ceremony on April 21, 2025.
In his address, Dr. Manuel confirmed that Dr. Victorio C. Palabay will succeed Dr. Eduardo C. Corpuz as Chancellor of MLUC, marking a new chapter in the Campus’s leadership. Dr. Corpuz, who has held the post for several years, will retire on July 31, 2025. His tenure is marked by notable institutional achievements.
A seasoned administrator, Dr. Corpuz holds a Doctor of Philosophy in Technological Education Management. Under his leadership, MLUC witnessed significant milestones, including the inauguration of new athletic facilities in February 2025 and an expansive observance of Women’s Month in March. His efforts have been pivotal in strengthening both academic and infrastructural capacities at the campus.
“Dr. Corpuz has been instrumental in advancing MLUC’s academic standing and infrastructure,” said President Manuel. “His tenure has laid a strong foundation for sustained growth and excellence.”
The leadership transition is part of the University’s broader institutional development strategy and routine leadership rotation. Dr. Palabay, the incoming Chancellor, is expected to uphold and further the University’s mission of delivering quality education while nurturing a dynamic and inclusive learning environment.The official installation ceremony for Dr. Palabay is scheduled for May 2, 2025. The leadership change aligns with DMMMSU’s long-term vision of becoming a globally recognized institution of higher learning—a goal consistently articulated by President Manuel in key University engagements.
