Don Mariano Marcos Memorial State University (DMMMSU) has been officially granted a higher Performance-Based Bonus (PBB) rate of 55.25% of the monthly basic salary for FY 2023, following the approval of its appeal by the AO25 Technical Working Group (TWG) on February 18, 2025.
Originally, DMMMSU was granted a 48.75% bonus as indicated in the initial PBB scorecard. However, after further review, the TWG approved improvements in the University’s performance evaluation, particularly in the Process Results category. The revised assessment recognized that DMMMSU achieved substantial improvements in external service transactions, elevating its score from 1 point to 3 points, and increasing its total score from 15 to 17, and total points from 75 to 85.
“This means that qualified employees who already received 48.75% of their monthly basic salary will now receive an additional 6.5% differential,” President Manuel noted. President Manuel also emphasized that Dr. Sonia Siago and Dr. Stephen Kupsch, who were earlier isolated, are now entitled to receive their bonus.
This positive development reflects improvements in agency accountability compliance, with additional components such as “SALN Review and Compliance Procedure,” “Report on Digitization,” and “Compliance with Freedom of Information” being marked as compliant in the updated scorecard.
Despite ongoing non-compliance in some accountability requirements, the University’s efforts in meeting performance, financial, and citizen/client satisfaction targets were instrumental in securing the bonus rate adjustment.
The university administration emphasized that this decision is a result of the collective effort of units and personnel who submitted all required documents and complied with reporting systems in support of the appeal.
