Don Mariano Marcos Memorial State University (DMMMSU) College of Medicine (CoMed), in partnership with the National Teacher Training Center for the Health Professions (NTTCHP) of the University of the Philippines Manila (UP Manila), organized a five-day seminar-workshop titled “Outcomes-Based Principles in Medical Education.” The event was held at the CoMed AVR, South La Union Campus, Agoo, La Union, from June 9 to 13.

During the opening program on June 9, Dr. Joanne C. Rivera, SLUC Chancellor, in her welcome address, emphasized the importance of outcomes-based education (OBE) in preparing future medical professionals who meet societal health needs. Dr. Vicky A. Agpasa, Vice President for Academic and International Affairs, highlighted the pressing need for educators to adopt and implement outcomes-based principles to improve teaching effectiveness and student competence. Dr. Fauslyn Gay U. Amongan, SLUC Head for Instruction, acknowledged the participants and their roles in the activity. Also, Dr. Charlotte Mildred S. Asuncion, Campus Resident Physician, introduced the facilitators from NTTCHP-UP-Manila.

The sessions focused on various aspects of outcomes-based education, beginning with curriculum design and progressing to assessment strategies.

Associate Professor and Dean Dr. Maria Elizabeth M. Grageda, who also served as the Project Coordinator, conducted the plenary sessions on “OBE Principles for Curriculum and Instruction,” “Making Lectures Work,” and “Syllabus Writing: Putting it all together.”

Professor Dr. Nemuel S. Fajutagana (MHPEd) conducted an introduction and expectations check among the participants. He led the discussions on “Structuring Content,” “Learning in Groups,” and “The Learning Management System.”

Associate Professor Dr. Emely D. Dicolen trained the participants on “Instructional Design: From Curriculum to Classroom,” “Innovative Teaching-Learning Strategies,” and “Introduction to Assessment and Evaluation.” 

Assistant Professor Dr. Monica H. Walet discussed “Identifying Course and Learning Outcomes” and “Developing Assessment Instruments to Measure Student Performance.”

Assistant Professor Glenda S. Ogerio (PTRP, MHPEd) delivered keynote sessions on “Strategies for Psychomotor and Affective Skills” and “Test Development.”

The CoMed faculty members worked in groups together with a science teacher, a language auditor, and a teacher specializing in educational technology (EdTech) during the seminar. 

On the last day, the groups presented their syllabi and course contents, which were uploaded to Google Classroom as their outputs. These materials will serve as the basis for future enhancements to be implemented in actual classroom instruction.

During the closing program, Dr. Ricardo S. Guanzon, CoMed Dean, acknowledged everyone’s active engagement and shared key insights from the week-long event. The newly designated Program Chair of the Doctor of Medicine Program shared their impressions of the seminar-workshop, emphasizing the importance of continuous professional development.

Following this, Dr. Charlotte Mildred S. Asuncion led a pledge of commitment, inspiring participants to incorporate outcomes-based principles into their teaching practices. Asst. Prof. Ronald B. Bustos, Head of SLUC Extension Services, delivered a comprehensive synthesis of the seminar’s key takeaways.

Certificates of participation were awarded to resource speakers and attendees. To conclude the event, Mr. Renan N. Flores, BCAEd Program Chair, and Prof. Fajutagana delivered intermission numbers. (By Gloeduard G. Milanes)
